EPCM places engineering, procurement and construction management under a single contract and a single technical authority. The client keeps the construction contracts and sees every vendor and subcontractor cost. +NR runs the engineering baseline, the procurement packages and the site coordination against that baseline, with one change control board and one performance measurement baseline from FEED to start-up.

Detailed design is issued as construction packages, and procurement runs against the same engineering baseline. Vendor data returns to the configuration register through change control, so the specification and the purchased equipment do not drift apart.

The client holds the construction contracts. +NR coordinates subcontractors technically and commercially on the client's behalf, keeps engineers at site to resolve changes at the asset, and stays through commissioning with the same team that produced the design.

What is the difference between EPCM and EPC, and where does the risk sit?

Under EPC a single contractor takes the construction contracts and the associated price risk, and the owner buys a finished plant. Under EPCM the owner holds the construction contracts and +NR manages engineering, procurement and construction on the owner's behalf. The owner sees every vendor quote and subcontractor price, keeps the ability to change scope without renegotiating a lump sum, and carries the schedule and quantity risk with +NR reporting against a baseline. EPCM suits brownfield work and projects where scope will move; EPC suits well-defined scopes where price certainty matters more than visibility.

How is the capital estimate built and held during the project?

The FEED estimate follows AACE Class 3 practice, with ±10 to 15% accuracy and contingency assigned to identified risks rather than a flat percentage. Every line traces back to a scope item. After FEED the estimate is maintained against the live engineering baseline: change orders are quantified before approval, and the monthly performance pack shows earned value, variance and forecast to completion at the same granularity as the engineering scope.

How does vendor data get back into the engineering baseline?

Procurement packages are issued from the same specifications that detailed design is built on. When a vendor returns certified data, it enters the configuration register through the change control board, which checks the effect on interfaces, layouts and downstream disciplines before the data is accepted. Inspection and test plans are agreed with the vendor at award and followed at the supplier's yard.

How is subcontractor progress measured?

Against installed quantities taken from the engineering quantities, verified by field engineers at site. Invoiced amounts are reconciled to those quantities, never the other way round. Variance against the construction baseline is raised at the change control board with quantified recovery options. Health and safety at site is managed under ISO 45001 together with the client's own standards.

What does continuity between FEED and start-up mean in practice?

The discipline leads who produce the FEED carry the detailed design, follow the equipment through procurement and are present at site during commissioning. The risk register, interface register and change log opened at FEED are the same documents used at handover. Questions raised during pre-start-up safety reviews are answered by the people who made the original design decisions.
